Downtown Santa Monica, Inc. (DTSM, Inc.) is undertaking a process to enhance the management of Downtown Santa Monica through a Property Based Assessment District (PBAD). The proposed PBAD will be a special benefit assessment district that conveys special benefits to the properties located within the district boundaries. As described in the proposed Management Plan, the PBAD will provide enhanced maintenance, an ambassador program, additional marketing and special projects, above and beyond those provided by the City of Santa Monica. This approach has been used successfully in downtowns throughout California and the nation, helping to improve and preserve sales, occupancies and overall quality of life. The Purchasing Section procures equipment, material, supplies, contractual services and equipment maintenance in a timely, efficient, and effective manner, and in compliance with applicable laws, regulations, and City policies. Purchasing staff works with both internal and external customers to provide the following services: acquires goods and services needed by all other City staff to provide services to the community through the preparation and evaluation of competitive bids and the issuance of purchase orders at the most competitive price, coordinates cooperative bidding procedures with other governments, encourages and monitors the use of recycled products, and administers local business preference and human rights purchasing policies.
